The requirement for improving human skills from agro-food and forestry system is even more acute if we consider the fact that Romania is rich in rural human resources, in quantitative terms (number), but still poor in terms of quality and professionalism of the human resources, in terms of European competitive and competition point of view. This research study is based on quantitative and qualitative analysis of a sample of 500 farmers in D?¢mbovi?£a County who accessed Measure 141 and who attended information and vocational training courses in economics. The sample was stratified according to various criteria: field of activity, sex, different age groups of the managers of the holdings, levels of agricultural and non-agricultural training, education, skills, etc. All these criteria were correlated and analyzed according to the minimum levels of knowledge of farmers in management, accounting, marketing and organic farming, after at least two years after projects implementation. Due to the highly heterogeneous basic training, within the non-agricultural part without economic knowledge, authorized small farmers were forced by the newly created circumstances to adapt and cope on-going, more or less correctly and thoroughly, to the new accounting, fiscal and management requirements. The farmersa€? education and vocational training, as well as the monitoring of the implementation of projects have also had an impact on the use of financial support and the quality of farm management and marketing of agricultural products.
