As NDTA is today involved with Homeland Security, so too were we involved with it in the early 1950's, only then it was called Civil Defense (CD). The country worried about nuclear bombs, radiation, and contaminated air and water supplies. Adequate transportation for evacuation from the large areas of fall out was a major concern. Less than a year after the Soviet Union exploded its first nuclear device in September 1949, NDTA started organizing for its role in Civil Defense. On June 25, 1950, (pre-dating by nearly four years the appearance of the Federal Civil Defense Administration), NDTA established its National Civil Defense Transportation Committee. A six-point plan was distributed to local chapters for guiding their CD efforts. The state CD Directors were to be NDTA's principal contacts. NDTA Headquarters sent letters to all state and territorial governments and mayors in cities where chapters were located, advising of NDTA offers of assistance.
