Implementation of Capability Requirements in Technical Solutions within the Framework of the Complete Puma AIFV System

The variously expressed expectation that the industry can carry out the development of a highly complex weapon system according to CPM (customer product management - procedural framework for the specification and coverage of requirements in the Bundeswehr) based strictly on functional requirements, and can manage this so successfully that the results need then 'only' to be confirmed within the framework of an integrated verification, was recognised as suboptimal. Continuous parallel development and immediate incorporation of change requests, optimisations and supplementary agreements led to numerous iterations in the qualification, both in the industry and at the Bundeswehr Technical Centres. The process that has now been adopted, by which changes are bundled into packages, represents an opportunity to achieve a more efficient and therefore, for the project, a value-added relationship between development and qualification times.
