The financial failure of the MoD's Joint Personnel System (JPA) has recently been the subject of rigorous investigation by the Defence Select Committee, following the qualification of the MoD's 2007-2008 accounts by the Comptroller and Auditor General (C&AG), Head of the National Audit Office (NAO). This public declaration of the inadequacies of the MoD's financial management, particularly in the administration of its £8.6bn payroll, has brought the entire JPA programme under scrutiny.1rnThe JPA was introduced across the three services during 2006-2007, primarily as an HR project, as the MoD admitted in an internal review commissioned by the Permanent Under Secretary Sir Bill Jeffrey. The function of the programme was to provide 'a single online management system, through which service personnel can electronically access their own records and apply for leave, expenses and allowances, and undertake other basic personnel tasks, whether they are land- or ship-based in the UK or deployed overseas'.
