As early as 1990, it was realised that the traditional types of bullet catcher (steel or sand) used by the police and the military in firing ranges were costly to maintain and environmentally-unfriendly. In the early 1990s, Energy Containment Concepts (ECC) produced a cost-effective solution to this problem by introducing to the UK police service, a granular rubber bullet catching material, originally developed in Germany, which was to revolutionise firing ranges in the ensuing years.
