It is reported that Admiral Lord Nelson said: "I have only one eye; I have a right to be blind sometimes... I really do not see the signal!" The Haddon-Cave report however has signposted the need for an urgent review of military platform maintenance that not even Nelson could fail to see.rnThe UK Royal Navy must continue to improve the availability and capability of its fleet whilst also improving platform safety management in an environment of increasing financial constraint. Class Output Management teams (COMs), comprising MoD and industry, are starting to demonstrate the ability to deal with the financial restrictions but optimisation of performance can only be achieved with the correct strategies and tools. The navy has chosen Reliability Centred Maintenance (RCM) to determine strategies with a focus on safe operation and maintenance.
