In today's low-intensity war zones, Improvised Explosive Devices (IED) pose the most serious threat to civilians and military personnel on foot, as has been shown, for example, by the figures for losses suffered in Afghanistan and Iraq.rnFOI, the Swedish Defence Research Agency, is today one of the world's leading actors where the detection of explosives is concerned, with unique knowledge of explosive substances and long experience in mine detection. We strongly endorse the accepted approach expressed as: Defeat the Network, Defeat the Device and Train the Force. Under these headings, Counter-IED can be defined as covering six specific areas of activity, namely: predict, prevent, detect, mitigate, neutralise and exploit. FOI is working in all these areas for both civil and military purposes.
