At the NATO Lisbon Summit in November 2010, it was agreed that action needed to be taken in order to combat one of the fastest growing multinational defence threats - cyber-attacks. Such attacks have been occurring since the mid-1990s, but as the sophistication of computer technology, and with it the sophistication of the attackers' techniques, continues to advance at an ever-increasing pace, a strong yet flexible cyber-defence is necessary to both prevent and deal with incoming attacks.
