The May 31st proposal of US Secretary of State Condoleezza Rice for direct talks with Iran can be described as a major shift in policy because this is the first time since the Islamic revolution in Iran that the US wants to talk directly to Iran. But the strictly binding nature of the offer that insists Iran must 'first halt its uranium enriching and reprocessing activities' does not sound very encouraging. Reacting to the offer, Iran said that that it is willing to talk and that it supports dialogue in a fair and unbiased atmosphere but added that it will not halt its uranium enrichment.
