The bulletin is made up of nine chapters including an introduction followed by chapters devoted to the following aspects 1. confidence level assessment of design flood estimates 2. strategy for planning spillway arrangements with emphasis of floods exceeding the design flood 3. project facility means to deal with floods in excess of the design flood 4. operational procedures 5. flood warning systems 6. three chapters of case histories of experiences of the safe passage of extreme floods in each of China, Canada and Brazil. The key issues which the bulletin aims to address are as follows.
