Over the last two decades, international donor agencies and development banks have invested millions to reform post-communist judiciaries in Central Asia and Europe.~1 The belief that economic growth and democracy depend upon the "rule of law" have driven this investment.~2 "Rule of law" in turn depends on a well-functioning and independent judiciary that businesses and other economic actors can trust to render fair, just and consistent decisions.~3
