One-of-a-kind projects combining multiple facility types and engineering disciplines present building designers with unique challenges. When they involve several jurisdictions, the task becomes all the more formidable, as was the case for New York City's much-anticipated "AirTrain" light-rail system, a new transportation network conceived to connect terminals at New York City's John F. Kennedy Airport with area subway and commuter rail lines. In 1998, The Port Authority of New York and New Jersey awarded Air Rail Transit Consortium the contract to design, build, operate and maintain (DBOM) the system and related facilities. Currently in fast-track design and construction, the Air-Train light-rail system is expected to begin operating in 2002.
