One of the teams behind a pilot to use hard shoulders to carry extra traffic during peak periods is expecting the Highways Agency to roll out the initiative across the country.rnMouchel Parkman, which this week renamed itself Mouchel, began working on the so-called Active Traffic Management scheme in September last year.rnThis has seen a stretch of hard shoulder between junctions 3a and 7 on the M42 near Birmingham given over to cars during busy times as well asrnother measures for more flexible traffic control.
