Although underlying project starts - those valued at under £100 millionrn- were 2 per cent down during the first eight months of 2009 compared with a year earlier, the contributions of major schemes have meant overall starts have almost trebled over this period.rnLast year's fall in planning approvals is behind the recent dip in underlying starts; however, these are expected to rebound during the second half of 2009.
