An undercurrent of dissatisfaction from "petrified" housebuilders could lead to pressure on the government to further change zero-carbon legislation for 2016. Senior industry sources told CN there were still serious concerns within the housebuilding industry about the move towards zero-carbon housing. The government is consulting on 2013 Building Regulations and has said that changes to Part L of these will see a move towards zero-carbon homes within five years. Federation of Master Builders policy manager Peter O'Connell said: "Small and medium house-builders have a wide range of significant concerns about the cost and practicality of the 2016 zero-carbon target. "This isn't about resistance to change; it is about trying to make projects happen in the face of an ever-deteriorating regulatory environment.
