The government's HSE Fee for Intervention scheme (FFI) took effect from 1October 2012. Now, if an HSE inspector assesses that a construction contractor, for example, has committed a 'material' breach of health and safety law, the contractor is liable for HSE's enforcement-related costs, rather than the taxpayer.
