Just 15 per cent of London office development planned or in construction is for refurbishment, according to a new report by consultant EC Harris.But there are opportunities as a lack of funding and pre-lets makes the likelihood of all planned new developments reaching construction by a 2016 target, owing to lease expiry and renewal opportunities, increasingly uncertain.
