Four of the world's major geopolitical powers are currently jostling for position in the earth's crowded orbit, launching pioneering new GNSS systems and updating existing networks. The Galileo programme is Europe's initiative, but the concept is yet to get off the ground. The initial plan for 30 satellites has been reduced to 18, and the European Commission aims for the constellation to be achieved in 2016.
