Ambitious EU targets

At the end of 2010, the European Commission published a Communication entitled "An agenda for new skills and jobs: A European contribution towards full employment", which is one of the so-called flagship initiatives in the framework of the EU 2020 Strategy - the EU's growth strategy for the coming decade. Behind this Communication there is the evidence and the paradox that 23 million people are currently unemployed across the EU -10% of the active population - with serious consequences for European growth and welfare systems, while at the same time, some employers are reporting difficulties in recruiting, especially for high-skill jobs. Within the EU 2020 Strategy, the Commission has set some ambitious targets.
