Maybe it's the ever tightening competition in the field, or maybe it's a survey sample disproportionately skewed to light-equipment houses, but rental dealers are showing concerns about 1999. To be sure, the industry is forecasting a very good business year and it is coming off its fifth consecutive very good business year, but there are some worry lines to go with the smiles. First, 1998, though strong, fell below expectations. Second, the 1999 forecast, though strong, is a notch below the previous two years with some weakness suggested in the central regions of the U.S.
