The traditional way most taxpayer-owned fleets have been run is long overdue for a correction. Before politicians began "reinventing government," shops had been monopolies and nobody in government was qualified to challenge their choices. Then some agencies started putting fleet-service contracts out to bid. Fleet managers realized they couldn't compete by continuing to meet a budget based on last year's expenses plus inflation.
