Fly Ash: Cement Replacement or Mineral Admixture?

One question that I'm often asked is "How much cement can be replaced with fly ash?" I've proportioned, reviewed, and approved thousands of concrete mixtures all around the world and helped write the specifications for multi-million-dollar projects in both the public and private sectors. Almost without exception, every single mixture has contained fly ash, typically in substantial quantities. Yet, I can honestly say that I've never replaced so much as an ounce of cement with fly ash.
