Whitetopping on the Navajo Reservation

After attending a whitetopping demonstration in Albuquerque in the fall of 2001 (see sidebar, p. 96) and then carefully reviewing the procedure, Max Bighorse, P.E., the Navajo Housing Authority design group's civil engineer, decided to give white-topping a try. One advantage he saw, over the asphalt methods that had been used in the past, was that the Navajo Housing Authority would be able to use all of its own labor forces. The project undertaken was the resurfacing of old asphalt streets in a recently renovated housing project in Crystal, N.M., about 20 miles north of Ft. Defiance, Ariz. The streets are about 24 feet wide with a 2-inch-thick asphalt pavement over some base course and an 8-inch-high asphalt curb. The pavement was deteriorated, although there -were no major potholes.
