LAST APRIL, the Scottish Government announced plans to introduce drag-driving limits and roadside testing to tackle the "scourge of substance-impaired" drivers. The offence of driving while influenced by drugs would continue to operate, the government said, but it would introduce new drug-driving limits that would allow prosecutions where different drug types above specified levels were detected.
