E-Money: new threats and urgently needed responses

The evolution of E-Money and Virtual Online Communities provides the basis for a fundamental change in the way some facets of international trade, banking and commerce are conducted. The emergence of an online Hawala system does more than merely facilitate criminals and terrorists; it is a symptom of an excessive democratisation of processes that most of us would surely wish to see monitored and regulated for the protection of all.
