The Role of State Attorneys General in National Environmental Law Policy: Groundwater Pollution Panel

Groundwater is a new, insidious type of pollution, distinct from surface water pollution and air pollution. This leads us to new approaches and new legal theories. It is in some ways odd that both Lisa Heinzerling and I are here today, since we are both scholars associated with the Center for Progressive Regulation, a group of progressive scholars working in the area of health, safety and environmental regulation. The reason that I'm surprised is that usually only one token left-of-center person is invited to speak at events like this, and only one of us would ordinarily be here.
