The Republic of Ireland has become the centre of a revolution in refuse collection, one that hasn't been universally popular. Householders' bins are weighed individually when they're picked up and people are charged according to how heavy their rubbish is, on a per kilogram basis. Unlike in the UK, the cost of taking away waste from homes is a separate charge, not part of the council tax.
