Is It Waste Disposal?

Q An operator runs a recycling and transfer station. One very small component of the recycled materials is wood. Clean wood is selected and chipped on-site. The material is then sold off-site for use by a farmer as animal bedding. Is the chipped wood still waste and is the use of the chipped wood as animal bedding a disposal operation? Would the operator and the farmer require waste transfer notes? The farmer eventually spreads the used animal bedding material on his land and ploughs it in. The operator's position is that once the wood has been selected, graded, chipped and bagged it is a product and not a waste. Is this position correct?
