Engineers and urban planners can attest to the difficulties they face in seeking approval for new buildings or for developments encompassing a city block. Consider, then, the enormous challenge of persuading South Korean authorities to grant permission for an international consortium to build a city on reclaimed land near Incheon (Inch'on) International Airport about 35 km southwest of Seoul. That was the situation facing a group led by the architecture firm Kohn Pedersen Fox Associates PC (kpf), of New York City and London; the Gale Company, of New York City; and the South Korean firm posco e&c. The consortium is planning to build New Songdo City, a $25-billion undertaking that will be the first international joint venture in real estate development in South Korea, in as little as 8 to 10 years. The city will have about 50,000 permanent residents, and the office space to be constructed there will accommodate roughly 50,000 workers.
