An independent panel of consul-tants under contract to the Federal Energy Regulatory Commission (ferc) has concluded that improperly maintained and installed water level monitors led to the December 14, 2005, overtopping that breached the upper reservoir dam of the Taum Sauk Pumped Storage Project, which is located in southeastern Missouri atop Proffit Mountain. The breach sent more than 1 billion gal (3.8 billion L) of water rushing through a state park and campground area. No one was killed as a result of the flood, but three children were injured, and one house and several vehicles were damaged or destroyed.
