As desalination gains attention as a means of addressing critical water short-ages in certain areas, the question of how to responsibly dispose of the highly con-centrated brine created by the treat- ment process has rightly become a major consideration. Therefore, the planning and design of desalination facilities must account for a host of factors that differ somewhat depending on whether the facilities are discharging to an ocean or an estuarine bay under the influence of freshwater.
