TIMES BEACH DETOX NEARS END

More than 25 years ago, Russell Bliss began spraying dioxin-contaminated waste oil to control dust on the gravel roads of the small town of Times Beach, Mo., and on other roads, parking lots, and horse stables in eastern Missouri. Currently, soil from 27 of these sites is being excavated and burned in an incinerator located where Times Beach used to be at a cost of about $100 million. All houses have been razed, and deer and wild turkey roam the land on the Mer-amec River where the town with its population of 2,000 once stood.
