In a July 23 surprise, 178 conuntries negotiating in Bonn, Germany, agreed to rules for implementing the Kyoto Protocol to the United Nations Framework on Climate Change. The U.S. was the only holdout, refusing to either negotiate or approve the rules on the grounds that the protocol is "fatally flawed." The protocol requires industrialized nations to reduce their greenhouse gas emissions an average of 5.2% below 1990 levels by 2012.
