Water pump oroblem

We have a Flojet 'Quiet Quad' water pump, model R4305-500, 35psi. On occasions the pump doesn't run, even though the tap is open. The pump will kick in 20 seconds or so later and the flow goes back to normal at the tap. Could this be a pressure switch problem? Are the pressure switches adjustable, and if so how?
