Q: My boat has been coated sometime in the past with a zinc protective coat. This is causing serious issues with paint adhesion. Is there a product available that would stop the paint bubbling off?rnI: would take the paint off down to the zinc and thenrnapply a two-pack etching primer. Such a thing is best sprayed, but if it has to be brushed don't attempt to get a good finish with it, it grips too hard and dries too fast. The finish you wantrncan be achieved by rubbing down the subsequent coats of undercoat and gloss. You could even put a normal high build primer over the top of the two-pack to help build the layers up.
