As long ago as the late 1940s, less than 20 years after the last barges left East Anglia's River Stour Navigation, the newly-formed Inland Waterways Association identified the Stour as a candidate for possible restoration. More than 60 years later, having survived an attempt to extinguish all rights to navigation but with authorities still apparently set fairly firmly against reopening to powered craft, one could be forgiven for thinking that this is a restoration that isn't going anywhere.
