It was Tom Rolt's idea for the Inland Waterways Association to hold its first boat rally in 1950. He later recalled: "I had in mind a kind of aquatic version of the Vintage Sports Car Club's Rally to Presteigne which I had first helped to organise just before the war." Prizes would be awarded for the boat arriving by the longest route; another for the best maintained engine, and so on. "It would be fun for the competitors and at the same time an object lesson to the lay public, who were at that time woefully ignorant on the subject."
