Legislation without purpose

I would like to respond to the article (cb, june) regarding the 'broad support' for the lee & stort mooring proposals. When asked by the two local liveaboard groups to cite the research that indicated that they are congested, sally ash (bw's head of boating) informed them that there was no actual research, and that the exercise was based on a 'gut feeling'. Hardly sufficient reason to be wasting the time and money that has been blown on this 'legislation without purpose'. The two liveaboard boater groups have carried out a broad survey of people and groups using these rivers.
