Civil practice and procedure-Limitation of actions - Principles - Statutory limitation periods - Interpretation-Federal Court - Applicant was First Nations band, and pursuant to Constitution Act, 1982, and relevant jurisprudence, respondent Crown in Right of Canada had duty to consult with band in process of developing, inter alia, natural resources impacting upon band's reserve lands - Canada and respondent Crown in Right of province as represented by provincial Crown corporation jointly began consultations with view toward developing significant hydro-electric project which may have had impact upon applicant's reserve lands - In course of consultation process.
