Strathclyde Partnership for Transport (SPT) has set out a radical nine-point plan for reforming bus service regulation, partly in response to the recent Competition Commission inquiry. It hopes that other transport authorities will support its call to change legislation governing bus services in Scotland. Among the changes sought is the power to plan bus services without needing to consider the impact on commercial provision, in the belief that operators would then be more likely to align their services to SPT's network aspirations. Further, it suggests Bus Service Operators Grant (BSOG) should only be paid for new or varied services that do not detract from existing routes, with the decision being made by SPT, and that any new registration should apply for a minimum of 180 days (double the current figure).
