Cornwall Council says it may not franchise bus services in the county after all, despite being the first English shire to be offered such powers as part of the government's devolution plans. However, there have been calls for franchising in Wales. Bert Biscoe, Cornwall Council's portfolio holder for transport, says it will now use the powers only as a last resort if partnership does not work. 'We are seeking the power to franchise as a back-up in the event that for one reason or another a partnership approach cannot achieve our aims. Our overall objective is to integrate rail and bus.'
