Management of contaminated dredged material in the Federal Republic of Germany

The management of contaminated dredged material (CDM) is not covered by a uniform regulation throughout the Federal Republic of Germany. For this reason and due to the federal structure of the country (16 Federal States), CDM handling is often rather different and not easily understandable for those who are not directly involved. Efforts are being made to review the differing procedures in CDM handling under the aspects of environmental protection and economy and, above all, to unify them. An essential prerequisite for success in this matter is uniform terminology. For the time being, the terms "dredged material" and "sediments" are frequently used like synonyms. The reason is simply the fact that maintenance dredging in German waterways (inland and coastal ones) was and is nearly exclusively concerned with sediments.%A ce jour, il n'existe pas de normes fédérales pour la gestion des matériaux de dragage contaminés en R.F.A. Suite à la structure fédérale de l'état, la prise de décision pour les projets individuels dépend d'après le cas de différents d╚ideurs. A ce stade, l'effort porte donc sur la classification et l'uniformisation de la réglementation du traitement des produits de dragage au niveau fédéral. Dans l'esprit de la Loi sur le Recyclage des Déchets de 1994, la préférence va aux technologies économiques respectant l'environnement, car il faut épargner les capacités de stockage terrestres rares et onéreuses. Actuellement, beaucoup de technologies différentes sont déjà utilisées à différents degrés. Eviter la pollution à la source, en l'occurrence dans les sédiments des voies d'eau, reste bien entendu la règle première.
