As anniversaries go, the sixtieth anniversary of the Acheson-Lilienthal Report is unlikely to attract much public attention. That's regrettable, since the core insight of the report—that nuclear weapons' reliance on enriched uranium and plutonium provides the key to nuclear technology's international control—remains as valid today as when President Harry S. Truman received it in March 1946. Regulating fissile materials is the only plausible way to tackle simultaneously (and peacefully) the troublesome challenges of our era: how to prevent the acquisition of nuclear weapons by state and non-state actors; how to avoid a return to the unfettered arms racing of the Cold War; and how to create a safe environment for investment in nuclear power.
