L'objectif principal du projet est de démontrer la performance opérationnelle de l'émission de corrections EGNOS converties en corrections différentielles GPS au moyen de l'infrastructure de transmission existante (stations de base AIS/ balises AISM) pour les voies navigables maritimes et intérieures, et de fournir une analyse de rentabilité détaillée des solutions proposées. Ce service pourrait compléter les services actuels d'augmentation du GNSS en exploitant les synergies et en bénéficiant des normes et infrastructures actuelles, ce qui pourrait faciliter son adoption par les autorités maritimes et par celles des voies de navigation intérieures. Le projet comprend deux phases: 1. Pendant la première phase on procède à des tests préliminaires à l'aide d'un logiciel de simulation de Alberding GmbH, mais sans émettre de corrections différentielles EGNOS. Ceci permet d'établir la faisabilité technique du service. Outre les tests, on procède aussi à une analyse de faisabilité opérationnelle et technique. 2. Pendant la deuxième phase on déploie jusqu'à quatre projets pilotes sur différents sites en Europe en utilisant au maximum l'infrastructure déjà disponible. Les campagnes de test sont prévues pour un minimum de six mois. Les évaluations technique, opérationnelle et économique de la phase 1 seront affinées. On procédera également à une analyse des responsabilités juridiques. La première phase s'est terminée avec succès et GSA a donné son aval pour entamer la deuxième phase du projet.%The main objective of the Specific Contract Reference Number 24 (which is part of the Framework Contract Reference Number GSA/ OP/07/13) is to demonstrate the operational performance of the transmission of EGNOS corrections converted to Differential GPS corrections over the existing transmission infrastructure (AIS base stations/IALA beacons) in the Maritime and Inland Waterways domains, while providing a detailed cost benefit analysis of the solutions proposed. This service may complement the current GNSS augmentation services exploiting synergies and benefiting from the current infrastructure and standards, which may facilitate the adoption by maritime and inland waterways authorities. The organisations involved in the project are: GSA (customer), ALG (prime contractor), Indra, ESSP, and Alberding GmbH. The project development follows a two-step approach: 1. The first phase focuses on a preliminary assessment of the technical, operational, and economical feasibility analysis of the different service provision schemes. 2. The second phase aims at the deployment of the preferred service provision schemes and the execution of a long term (6-months) campaign. This phase will finalize with a detailed operational performance assessment and detailed Cost Benefit and Liability Analysis. The first phase has concluded successfully and GSA has approved continuation onto project second phase. The results of the preliminary assessment obtained in this first phase are explained hereafter.
