International cement shipments look set to increase as importing regions switch to being net exporters following expanson of domestic production capacity and creation of local surpluses. Until the mid 1970s, cement was considered to be a national product serving the country's domestic market. Essentially it "did not travel" and no significant overseas trade existed. This changed during the late 1970s and into the 1980s when new plants were built near ports, such as in Turkey and Greece, to target the export market to cater for growth in emerging markets.
