Even before telecommunications providers began declaring bankruptcy and made it clear that expansion was not in their business plans for the near future, property professionals who had their finger on the pulse already knew the access paradigm had inverted. Building owners are quickly becoming the pursuer, with competitive local exchange carriers (CLECs) the pursued. And CLECs, or at least the honest ones, are being increasingly selective when it comes to whom (and by when) they are offering services.
