A dramatically scaled-down version of Chapman Taylor's master-plan for the ￡5.5 billion regeneration of part of the Liverpool Docks has been submitted for planning after three years of wrangling.rnThe 1.3 million sq m Liverpool Waters scheme covers a 60ha site and includes offices, flats, shops and restaurants.rnIts centrepieces will be the 55-storey Shanghai Tower - destined to become the tallest building in the UK outside London -and a new cultural centre.
