In the past several months the international community has acted in an unprecedented manner to develop new co-operative arrangements and mechanisms to combat piracy and armed robbery off the coast of Somalia and in the Gulf of Aden.rnIn response to a call for action by the IMO, the UN Security Council has declared that the incidents of piracy and armed robbery against ships off the coast of Somalia constitute a threat to international peace and security.rnIt has exercised its powers under Chapter VII of the United Nations Charter to authorize States co-operating with the Transitional Federal Government of Somalia (TFG) to enter the territorial waters of Somalia and to use all necessary means to repress acts of piracy and armed robbery. It has also authorized States, pursuant to a request of the TFG, to undertake all necessary measures that are appropriate in Somalia itself for the purpose of suppressing acts of piracy and armed robbery at sea.
