Bermuda's recently appointed minister of telecommunications and e-commerce, Michael Scott, is not banking on another dot-corn gold rush, predicting that the growth of e-business will be a gradual process. He also believes that it is the government's responsibility to create an environment that is conducive to private sector development and fosters customer appetite for products and services. Bermuda is making great strides in achieving its vision of becoming the leading jurisdiction for secure e-business through provision of e-business services and transactions. Following the introduction of the Electronic Transactions Act 1999, which gives full legal validity to e-commerce transactions, the island has embarked on a programme of policy, legislation and marketing of its e-business potential. The programme includes the establishment a Code of Conduct in 2000; the publication of a green paper on e-business; an authoritative survey of companies' preparedness to conduct e-business; and the formulation of an aggressive e-government initiative. This is in addition to the island's excellent infrastructure and skills base.
