When it comes to government affairs and lobbying in the magazine industry, one word dominates all: postal. But while American Business Media and other organizations gear up for the probable request by the U.S. Postal Service for a rate increase in the fall, they're also working feverishly on other issues. David Straus, Washington counsel for ABM, is spending the early part of this year battling the fax provisions of the Telephone Consumer Protection Act, which prohibit companies from sending advertising faxes without the express written permission of potential recipients.
